Many of the Development Cards get you a pile of resources that you can use for building. Some of the cards even give you a Victory Point directly, such as the University of Catan card. Really, unless you're just sitting on a huge pile of resources and you've already got the Largest Army tile, Development Cards are always worth spending the resources for.
